It's a lotto to be sure, but it's not a roulette-wheel (with 1-chance-in-36 of a winner) or even a roll-of-the-dice (with about a 1-IN-4 chance on the PASS) but rather a flip-of-the-coin odds.
Back in the 2008, when the Gov't. bailed-out those to-big-to-fail companies, they all came back. Of course, the difference between then and now is that the Gov't. had no interest in seeing them fail, as opposed to greedy lenders impatient to get their money out, in SUNE's case.
SUNE would like to deny commons representation, in order to give them another leg-up as they climb out of this hole they're in, that's why they've declared themselves "insolvent." But they'll survive even with an OEC.
