Li offering is at 3X premium.
Stock offering is about raising cash. How much cash one company can raise is about its strength (i.e. how much does investor want those share)
Perhaps one should read into Investopedia upon start up operation and how typically cash is being raised (AND YES DILUTION AT A PREMIUM)
Typical behavior of public trading company upon stock offering is not in the position of strength (hence lower price). "FINANCIAL" investor usually got "low ball price" shares at the back door for being the "life savor".
LQMT is not a start up and has not been in a position of strength for a very long time (hence all those true water down dilution),
