not sure what you are asking. The shares still need to be ISSUED. Having shares authorized but not issued means nothing. What point are you trying to make? All I can tell you is the definition of how to calculate individual ownership% is black and white.
In an SEC filing, the ownership% is calculated using the outstanding shares and shares individually owned. What more do you need to know?
