I can believe that an agent or rep for a licensed company would not need a license, but the mj biz in Nevada is very strict.

There are 4 types of mj commercial licenses in Nevada.

Grower

Processor

Lab

Dispensary

To buy pot from a grower and process mj into edibles, drinks, etc., you have to have a process license. All the licenses were let out in late 2013 or so. There IS a secondary market emerging. As with the original purchasers, the vetting by the state is quite demanding. You can bet any after-market licenses will command a very large price.

What you appear to be reading seems to be the rules on growing your own weed...It's complicated, as they say.
