Usually growers will sell at a discount price to attract the brands as customers. The more customers besides dispensaries, the better for the grower.
It seems brands are very in demand for growers and growers are offering 25% discounts on raw product to sign them up as "agents" or "associates".
Also, the breeds a grow is making is important to brands so brands have been making demands on breeds and grow's are trying to accommodate the brands to attract them as customers.
Yes, grow, production, dispensary, and labs have "license" but it is up to those same entities to choose "agents" and "associates". And yes the state registers those "agents" under the MJ "license".
