Bill up to his games, this was a BS PR to prop up bids so could pull a measly $6k out, Bill probably needed scotch money. Look at his history, one PR after another, what do they have in common? A LOI. What they also have in common is NOTHING coming from it. My guess is he revolves around his multiple companies and drops these worthless PR's meanwhile waiting to dump shares. Hard to keep track of how many companies he is "CEO" of.
