I'm sure you're right about that. But his penny ban will technically prohibit him from being an insider in these scams.

What's interesting to me is that he was willing to accept the ban, but apparently not willing to agree to a full settlement, which--even though it might contain a "does not admit or deny" qualifier--would imply that he did what he was accused of.

And so instead, he'll default by not answering the complaint. Perhaps that's an effort to avoid any chance of prejudicing his chances in a criminal action.
