As LT put it the letter was from the slide packing company whoever they are...if you hold Baltia to the 121 regs they (Baltia) have the ultimate responsibility for the slide...the letter was probably part of the failure appeal to the FAA...it may work and it may not, but I never heard of a 121 carrier getting a pass on a failure when its in the certification process...GLTA
