We aren't at a billion shares because the company is holding them tightly now. They went through a 200:1 reverse split in 2009...to supposedly help them get on the AMEX.
Now they are at 1 billion shares, no AMEX, still on the OTC and no deals , no product. Anyone who thinks dilution is not happening is fooling themselves.
It's about time for another reset, I think the next reverse split announcement will happen this year or early next year.
Selling the shares themselves on the open market no, they are not doing that, securing operations capital thru extremely diluted financing is what they are doing and their lenders are dumping shares like there's no tomorrow. They get their money, the lenders get their money, the only people who lose are the shareholders. The pump and dumps keep ending with the price lower and lower and the peak during the pump is lower and lower.
