OTC markets regulates the the system for brokers to electronically trade unlisted securities. If a company is not a reporting SEC company, they must subscribe to and meet OTCmarkets disclosure requirements to be quoted. Id call that regulation although the recourse isnt as drastic as could be with the SEC
