If they post a lie or fake rumor with the intention of it going up and it goes up, manipulation.

I agree ... that is manipulation. But I don't think I've ever seen Matt doing anything like that.

If you see anyone posting lies to get a stock price up or down they should definitely be reported to the SEC.
