Almost ALL of the certs in the system sit at the Depository. Now the Depository just said .. OUT THEY GO .. the remainder of what they had. So in my book we are now only playing with 23 billion. Are you trying to say that some brokers are still holding physical certs that they did not put in the Depository at all ? Surely you jest.
