If I were the Inept Dr. Victor, I would have found a CEO that has a Lot of Experience 16 months ago too Take over as CEO. 2 things investors look at most: Strong CEO that has done well for his Company and A Strong Balance sheet(No Toxic financing with a company that has with a Bad background). Dr. Victor continues too screw shareholders(with the help of the BOD).

Recent addition's may help, but will take time.
If SVFC can survive, they have a chance! JMO
