It does not mean dilution. This is a "general shelf registration" for $75MM of potential future public issuance of anything from common shares, preferred shares, warrants, sub debt, or senior debt. It has not been rendered "effective" yet, so it is awaiting approval of the SEC. I don't know why they'd be raising $75MM if they were expecting upfront partnership $ offers soon, so that is disappointing. I'd like to hear management's explanation.
