CM, that's what the program is all about, to collect enough information intensively to be then able to predict "behaviors" and threats. Just to illustrate, a correlation may be shown between people who own a boat and a SUV, and then predict 70% of those people own guns, so merely owning a boat and SUV could make you a candidate for being reviewed for "proper" gun licensing. My example is made up but already airport profiling uses credit card information. Just food for thought. I suppose if the government doesn't sponsor such an information collection program private industry will. In fact they do already, but not with the intensity envisioned with the DARPA project.
