They could have the bomb and not have the bomb, imo.
Why? Because once you have the needed enriched uranium, the rest would be east for Iran to complete.
They could well have all the parts to assemble a bomb, but it isn't a bomb until need do so.
Iran can say they don't have the bomb, and be technically telling the truth, while in fact to could complete the assembly in short order.
The key the bomb is the creation of necessary enriched uranium, which can't be done with ahuge array of centrifuges, refining and refing and refing and refining, until get the amount of nuclear explosive power. They could well have done this already.
