A shell game? you're trying too hard. This is not an unusual or uncommon way to do business. It's largely done by companies, especially those still on the ground level, for tax and overhead purposes. I don't know how it would be "fishy" in the least. Who else at this stage of the company's development except WLAN insiders would be creating exclusive WLAN partners? Anyone with the slightest entrepreneurial/business experience would recognize this as an increasingly common way to grow a development-stage business. It largely a result at tax and corporate regulatory policy over the past 15 years or so.
