The necessary 2'-fluoro compound could not be made by the inexperienced researchers at IDIX or the researchers at MRK that were incompetent.

And what makes you think ACHN has special nuke expertise? For the longest time, ACHN was only focused on PIs and then the NS5A class. Then when nukes became white-hot they announced they were working on a nuke. IDIX was working in the nuke space a long time before ACHN ever entered.
