Jim, I know nothing about LFWK, so my comments are meant to be taken in general, not specifically to LFWK. For all I know, LFWK may qualify for the SHO list.

The criterion for inclusion is that a company must either be registered pursuant to Section 12 or the issuer must be required to file reports subject to section 15(d).

I agree that the statement from nasdaqtrader.com is confusing. However, I believe that it should be read in the following way: "Additional securities, which we did not compile initially for January 20 through April 13, used to be published as The Addendum to Regulation SHO Threshold List. As of April 14, 2005 all OTC securities which qualify will be included on the List itself, instead of being compiled separately as an Addendum."
