The mechanisms and the records can be in place to accomplish it, but the actual "details" may take much more "time" than is apparent.

I'm sure that this has proved to be an embarr-ass-ment to them --- you "know": "egg on their faces" --- but I'm also sure that there was no "evil intent", just no realization as to what was really needed besides some "record-keeping errors" which have CON-founded the whole thing.

Step back and "LOOK AT" what is being accomplished --- "THE TOTAL PICTURE"!!!
