TO OIL

WHEREAS, Madison County’s active farms produce a significant quantity of agricultural
films for which few recycling markets exist today; and

WHEREAS, JBI, Inc. (“JBI”) based in Niagara Falls, New York has developed an
innovative new process to recycle agricultural films, rigid plastics and other plastic waste
streams into petroleum fuels such as diesel fuel needed to operate machinery and over the road
vehicles; and

WHEREAS, the County has conducted due diligence which has determined that
agricultural plastics collected within Madison County can feasibly be recycled by JBI and the
environmental impacts associated with such recycling appear to be benign; and

WHEREAS, the parties have structured a Supply Contract whereby Madison County will
accept agricultural films generated by farms and other businesses at its Transfer Stations and
ARC MRF on Buyea Road in the Town of Lincoln and bale the plastics for pickup by JBI and
transport to its facility in Niagara Falls; and

WHEREAS, pursuant to the Supply Contract Madison County will incur zero cost from
JBI for transporting and recycling the baled plastics that are delivered by the public to Madison
County.

NOW, THEREFORE, BE IT RESOLVED, that the Chairman of the Madison County
Board of Supervisors be and is hereby authorized and directed to execute a two year Supply
Contract a copy of which is on file with the Clerk of the Board. This resolution shall take effect
immediately.

KCG will do what it has done since the crash...it will trade like this during the day, maybe even go back up a penny or so...and then it will get brutally taken down (probably .04 or so) right before the closing bell.

It'll go up in US After-hours trading, then will repoen the next day at the original closing price.

This week, we go sub-2.50. This is still all dilution. Last time I did the work, I think the book value on this firm is more towards the $1 direction. Which US regulatory agency could provide the final flush here and be responsible for this company heading directly to the dustbin? Will the SEC step in and take action against their cronies?

Joyce seems way to cool, calm, and collected for a man that just watched his firms stock price plummet 75%. Wonder if he was one of the few that started the early morning dumping the day of August 1st? Volume and price movement on no news that morning were a fine indicatour that something had gone awfully wrong.

It's lovely that you went through all that work to chart this extremely thinly traded equity. You DO realise that just one person that wants in (or out) immediately to the tune of something as paltry as 50k renders that whole chart business completely obsolete, right? 5000 shares in either direction makes this baby hiccup, and you want to talk about trends and charting? We traded 3,000 shares one day last month and 150,000 just weeks later. You'd have better luck printing JBII charts and using them as TP.

Oh, and how's this for "analysis" : the run to 7.00 was a short squeeze. Case closed.
