If by "buying this" you mean buying URRE shares, then yes.

I liken the situation to that of an overly reactive woman. There was a disaster in Japan so everyone made quick, irrational decisions and dumped their shares to get as far away as possible from Uranium. Same with Germany. Even if they do shut down their reactors (which I doubt they actually will), China and the United States are expected to be entering a "Nuclear Renaissance" with the building of safer, more efficient reactors. See the article "Planning for the Black Swan" in the Scientific American June issue. This is just one source of information pointing towards a rise in Uranium demand and not enough supply.

Anyway, I plan on holding URRE and URG long and hopefully seeing some good returns. This prices seem dirt cheap right now.

Yes people have been saying "this is the week!" over and over again. However I feel it really will come down to the line this week. If they fail to deliver by Friday, I would guess there would be massive dumpage all over our faces. No one will believe them if they try and postpone this again and we can wave bye bye to the PPS as it sinks into the Mariana Trench with the Decepticons from transformers.
