The furthest I got with Akzo Nobel is seeing that they sold off Glidden Paint to PPG a couple years ago, and Glidden Paint is sold in a couple big box retail locations. (A tidbit that was mentioned in a previous HCTI PR).

No dilution here today... hoping the mid-day dump by BMAK last Friday was the absolute end. Saw him on the bid earlier... he may be hanging around just to make some change on the impending run. imo. My nightly HCTI research... more speculation that all roads lead to PPG.
I started looking up "Akzo Nobel (Netherland)", which is listed under Customers on Polymate's web site. Akzo Nobel is a Global Fortune 500 company based in the Netherlands. Glidden (one of the largest paint manufacturers in North America http://www.glidden.com/Home) was owned by Akzo Nobel (who acquired them from ICI in 2008)... until PPG acquired all the North American coatings business of Akzo Nobel (including Glidden and other brands) in 2012 for $1.05 billion. http://www.cleveland.com/business/index.ssf/2012/12/akzo_nobel_sells_glidden_and_r_1.html
But why is Glidden important?

So what big box retail were they talking about? They mention more than 2,000 stores.. is it Walmart (who's has over 4,000 stores)? Too high. What about Lowe's? Nope, they have about 1,800. Too low... Well what about Home Depot? 2,200 stores... just right. Yes, Glidden is sold at Home Depot (and also Walmart too now). Thus, another speculative link to PPG.
I'm changing my vote for any kind of paint partnership or anti-graffiti coating from Sherwin-Williams to Glidden (PPG).

Here's one way to look at HCTI... Technically, I consider this company maybe only 6-7 months old. Why? Because everything that needed to happen has happened within that past timespan.
Prior to the EPA, they had no "street cred." BAM, one of the most influential agencies in the world has given it to them. What has transpired since then... I can only imagine (and hope to find out soon enough). Remember, it's only been 6 months since the EPA gave HCTI a "high-five." When the popular kid in school becomes friends with you, guess what... you're now friends with everyone. When companies freak over a possible isocyanate restriction, looking to get EPA-compliant, they are going to immediately look towards the EPA-recognized solution.
Second, third-party verification. Scam OTC's can PR all day that they are "partnering with a big company," "big deals coming soon," etc etc... but besides their PR's (or revenue sheets), how can you even trust what they are saying is true? The third-party Industrial Finishes PR, a company with REAL revenue and many locations, has legitimized HCTI's PR's from last fall. This is, imo, the second most biggest event since the EPA award. Based on this, it can be safely assumed the F500 company PR is real and incoming.
Thirdly, their major patent that they've been working towards since 2011 was granted August 2015. Another notable event occurring with the past 6 months. Instant fire-power for current and future negotiations.
People say 99% of OTC companies never make it big. Well, 1 in 100 are pretty good chances compared to Powerball, and we may have just found it here.

It was finally granted this past August, 2015, after over 4 years in the making! Anyone correct me if I'm wrong, but I believe it's good for 20 years from patent grant date. (August 11, 2015). Which means this company now has the fire-power to start executing these agreements imo.
Nice catch... I saw that DoD's Non-Isocyanate Polyurethane Platform for Sustainable and Advanced Rain Erosion project as well. Both PPG and Sherwin-Williams have ties to that University. Of course, PPG had the DoD grant awarded a few years ago, so they are the more likely candidate for an industrial partner in this case.
It's without a doubt that the investigator of the UEM project (Dr. Vijay Mannari) probably knows Oleg. But I can't establish a definitive University connection to either company (PPG or HCTI). I was hoping it'd say something like, in association with PPG Industries. Doesn't mean it isn't though.
The only firm link from the University to an industrial company I found so far is this from 2012:

PPG Electrocoating... another possible connection?

Didn't really think much of it at first, until I started poking around researching it..
So what is electrocoating? --> Electrocoating is an organic coating method that uses electrical current to deposit paint (coating) onto a part or assembled product. (http://www.electrocoat.org/page-1138501). Basically, this is done in an electrocoat bath, where the item to be coating is dipped into it.

Saw this listed on Polymate's site.. a fairly recent patent application from September: Method of producing soluble silicates with organic cations, US Application No. 14/860,708; filed: September 22, 2015, Kudryavtsev P., Figovsky O. Application details are not listed on the US Patent site yet, as it takes 18 months from application submission to be published per protocol.
3 things stuck out, the words: soluble (as in dissolved in water i.e. a bath), silica (as in coatings/paint), and cations (remember chemistry class.. these have positive charges). Sorta sounds like something used in electrocoating, huh?

Keep digging and you'll find out what's going on... There are organizations and companies that do not want to see isocyanates restricted or banned. They are afraid it will cost them extra money or hurt their current business models (which is understandable... I sorta feel bad for them, but not really... lol). The EPA is working extra hard to get a final rule out (in order to avoid messy litigation from the hard-headed idiots), but it is inevitable it will happen.
The smart companies (the ones that actually have a brain and know you have to adapt and change with the times and laws to succeed) have accepted what's coming and already started preparing. Eventually, when the other individuals realize they have no choice, they'll start flocking to the alternatives (i.e. HCTI).
