Speaking at a ceremony in Lahore today, the federal minister said the construction of Kalabagh dam can be permitted only if country’s all four provinces reach a consensus in this connection.
“The government had set a target of 6 million ton wheat production, but it had now increased it to 7 million ton production,” he said.

Pascrell Water PAB Bill Gains Traction, Would Create Jobs

H.R. 537, Rep. Pascrell’s (D-NJ) water private activity bond bill is gaining significant support largely due to its jobs-making potential. The Pascrell bill would create 57,000 jobs this year. Furthermore, as the market matures the jobs creation could be up to 142,500 a year, yet cost the American taxpayer very little, only $214 million over ten years. Most importantly, the jobs this bill creates would be put to work addressing our nation’s water infrastructure needs.
Specifically, H.R. 537 would bring water and wastewater projects out from under the volume cap on private activity bonds, and thus dramatically increase the availability of this type of low-cost financing.
The bill has already attracted more cosponsors (35) than similar bills attracted in previous Congresses, and more are expected. The 23 Democrats and 12 Republicans currently supporting H.R. 537 make this a strong bi-partisan bill. Furthermore, the cosponsors represent every region of the country, and urban, suburban and rural districts.
A broad coalition of nearly 35 organizations has formed to support H.R. 537. This coalition includes NAWC, the U.S. Conference of Mayors’ Urban Water Council, American Water Works Association (AWWA), the Associated General Contractors, American Water and many others.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ‘Sustainable Water Infrastructure Investment Act of 2009’.
SEC. 2. FINDINGS AND PURPOSE.
(a) Findings- Congress finds the following:
(1) Our Nation’s water and wastewater systems are among the best in the world, providing safe drinking water and sanitation to our citizens.
(2) In addition to protecting the health of our citizens, community water systems are essential to our local economies, enabling industries to achieve growth and productivity that make America strong and prosperous.
(3) Regulated under title XIV of the Public Health Service Act (42 U.S.C. 300f et seq.; commonly known as the ‘Safe Drinking Water Act’) and the Federal Water Pollution Control Act (33 U.S.C. 1251 et seq.), community drinking water systems and wastewater collection and treatment facilities are critical elements in the Nation’s infrastructure.
(4) Water and wastewater infrastructure is comprised of a mixture of old and new technology. In many local communities across the Nation, the old infrastructure has deteriorated to critical conditions and is very costly to replace. Recent government studies have estimated costs of $500,000,000,000 to $800,000,000,000 over the next 20 years for maintaining and improving the existing inventory, building new infrastructure, and meeting new water quality standards.
(5) The historical approach of funding infrastructure is insufficient to meet the investment needs of the future.
(6) The Federal partnership with State and local communities has played a pivotal role in improving the Nation’s water quality and drinking water supplies. Federal assistance under this partnership has been the linchpin of these improvements.
(7) In light of constrained Federal budgets, the availability of exempt-facility financing represents an important financing tool to help close the gap between funds currently being invested and water infrastructure needs, preserving the Federal partnership.
(8) Providing alternative financing solutions, such as tax-exempt securities, encourages investment in water and wastewater infrastructure that in turn creates local jobs and protects the health of our citizens.
(9) Federally mandated State volume cap restrictions in conjunction with other priorities have limited the use of tax-exempt securities on water and wastewater infrastructure investment.
(10) Removal of State volume caps for water and wastewater infrastructure will accelerate and increase overall investment in the Nation’s critical water infrastructure; facilitate increased use of innovative infrastructure delivery methods supporting sustainable water systems through public-private partnerships that optimize design, financing, construction, and long-term management, maintenance and viability; and provide for more effective risk management of complex water infrastructure projects by municipal utility and private sector partners.
(b) Purpose- The purpose of this Act is to provide alternative financing for long-term infrastructure capital investment programs, and to restore the Nation’s safe drinking water and wastewater infrastructure capability and protect the health of our citizens.
SEC. 3. EXEMPT-FACILITY BONDS FOR SEWAGE AND WATER SUPPLY FACILITIES.
(a) Bonds for Water and Sewage Facilities Exempt From Volume Cap on Private Activity Bonds- Paragraph (3) of section 146(g) of the Internal Revenue Code of 1986 (relating to exception for certain bonds) is amended by inserting ‘(4), (5),’ after ‘(2),’.
(b) Conforming Change- Paragraphs (2) and (3)(B) of section 146(k) of such Code are both amended by striking ‘(4), (5), (6),’ and inserting ‘(6)’.
(c) Effective Date- The amendments made by this section shall apply to obligations issued after the date of the enactment of this Act.

Russia's Gazprom has attacked the idea that huge new US reserves of shale gas will harm its dominance as the world's biggest producer, warning the energy source is environmentally unsound
The state monopoly has already questioned whether shale gas is economically viable to extract and dismissed it as a threat to its conventional resources.
Alexander Medvedev, head of exports at Gazprom, said he thought it "unimaginable" that Europe would allow shale gas to be developed. He said Gazprom believes the US Environmental Protection Agency will raise concerns about its potential contamination of drinking water in a forthcoming report.
Russian media has reported that Gazprom is deeply worried about the emergence of shale gas, which has been called a "game-changer" by BP boss Tony Hayward.
The US is now importing much less gas, as companies are using new extraction technology to fracture rocks.
The Russian state-owned company last week said it was delaying a decision on whether to press ahead with the $15bn (£9.6bn) first phase of developing its Shtokman gas field, meaning production could be postponed by three years. This is in response to the supply glut that has been depressing prices, caused by the emergence of shale and by weak demand.
Mr Medvedev also dampened rumours that Gazprom could buy British Gas owner Centrica, saying there were no attractive targets in the UK market. "But if we do finally decide to buy Centrica, the first people to know would be management, shareholders and the Takeover Panel," he said.
Gazprom intends to expand in Europe and the US through organic growth, he said.

Food Costs Are Stoking Asia Inflation

HONG KONG—The rising cost of food is driving Asian inflation rates higher, increasing the stakes for a successful harvest this year in a region still bruised by the 2008 food crisis.
Prices for rice, sugar, milk, and in some places, fruits, vegetables and cooking oils, have risen in recent months, putting pressure on overall consumer prices. The region's most important economies, including India, China, Thailand and Indonesia, are all grappling with how to handle rising prices without snuffing out their economic rebounds. Food-price increases are leading to higher inflation rates across much of Asia, though energy costs and tighter labor markets are also putting pressure on prices.
Asia was hit hard in 2007 and 2008 when shortages of foodstuffs, especially rice, led to hoarding and riots. Armed guards were dispatched to protect rice warehouses in Thailand and the Philippines; Indonesia deployed border agents to prevent smuggling.
Some analysts warn that the structural issues that caused the 2008 food emergency—too much demand and not enough food—are still in place.
For now, prices aren't near levels that would create major dislocations. For example, in Bangkok, rice is trading at $592 a ton, according to the Thai Rice Exporters Association, after rising 10% from September through December to $618 a ton.
But prices are climbing and businesses hit by rising food costs in 2008 are again feeling the heat. Macquarie Group analysts recently downgraded Hong Kong fast-food company Café de Coral, citing higher food prices. Many of Café de Coral's dishes are a combination of meat and rice.
A company spokesman said in an email that food prices are a challenge.
"We are not able to raise prices across the board and we have to absorb a substantial portion of the increases," the Café de Coral spokesman said. "We will need to change the menus periodically to accommodate some of these increases."
India is particularly vulnerable, after suffering a dry monsoon in 2009 that led to double-digit food inflation as rice and sugar crops failed.
In the Philippines, too much rain ruined crops last year and forced the state to purchase almost two million tons of rice from abroad. As it ramped up purchases, prices at government-run auctions went from $480 a metric ton in early November to as high as $689 in mid-December, according to the National Food Authority.
Food prices in Asia make up a greater portion of consumer spending than in other parts of the world. In developing Asia, food makes up 34.5% of consumer prices, according to HSBC economists, compared with about 15% in the U.S.
In some countries such as India and Vietnam, the cost of rice alone has a bigger impact on inflation levels than energy costs. A 20% increase in rice prices regionally adds 1.5 percentage points to inflation. A 50% jump adds 3.7 percentage points, according to HSBC.
Over the short term, policy makers are counting on a good growing season this year to swell supply and keep prices stable. Early signs are promising.
"The March-April crop is more or less in the bag," says Chetan Ahya, economist at Morgan Stanley in Singapore. He predicts inflation across the region will continue to accelerate for a few more months before leveling. The real test will come with the larger autumn harvest, he says.
In Indonesia, food prices in January rose 3.72% from a year earlier, a faster pace of inflation than the 2.78% rate recorded in December. Indonesia's central bank kept its benchmark interest rate steady last week, saying the recent jump in the level of inflation was "temporary," driven by prices of food, especially rice, and that the coming rice harvest will increase supply.
Some forecasters say the El Niño phenomenon behind last year's extreme weather could fade by the summer.
India has held off from importing rice—a move that would have sent prices on the international market even higher. A weak global economy also limits demand for biofuels, taking pressure off crops such as corn, which is used to make ethanol.
Asian governments, including India, have stockpiled reserves of rice and wheat.
A crisis, however, can't be ruled out. Another dry monsoon season would pose serious problems for India.
World-wide demand for cereals remains precariously close to overall production levels, according to the United Nation's Food and Agriculture Organization.
"My fundamental belief is that we are in short supply," says Jeremy Zwinger, chief executive of the Rice Trader Inc., an industry research and news service.
An unexpected bad harvest could cause governments to react by hoarding food and blocking exports, sending prices skyrocketing.

Since the alleged e-mail that was posted on the discussion bulletin board indicating that TG quit, we since have had contradictory information provided as his signature was found on a document submitted to Florida Secretary of State. I'd say a considerable amount of speculation has been generated here and not all of it positive. Personally, I'm waiting for an update in the form of official communication. Until that time, the speculation is just that.

I'm guessing that since this is Gene's 3rd marriage in the no fault state of California, he had a prenuptial agreement (or he should have). Hopefully, the prenuptial spelled things out in advance as far as who got what in the event of a dissolution. If there was a prenuptial then, the seperation and divorce should go pretty quickly in comparison if there wasn't. As far as getting booted off of the exchange, meaning the Pinks, that would come from SEC and a stop trading order would happen first. I don't see that happening though.

A number of individuals have made personal guesses as to when something (anything) might happen with RCCH (myself included). These personal guesses create artificial timeframes that have not taken into consideration the potential of delays, or extraneous factors and only lead to dissapointment by those making the guesses and those believing in other's guesses. Despite my personal dissapointment over not being able to correctly predict when something of significance would occur, I still try to remain optimistic with RCCH until I have reason to believe otherwise. I see a new round of personal guesses being discussed on the discussion board of late as to when something or rather anything of significance should happen. I think that is healthy and normal, however don't be dissapointed if these guesses don't deliver. I still like the 7-10 day possibility as on any given day we may be just 7-10 days away from something significant happening. Until that day arrives though, I'm comfortable in my personal decision and level of risk taken. My shares fortunately are maintenance free. Best of luck to all!

Willie Nelson cited for pot, narcotic mushrooms

Willie Nelson and four others were issued misdemeanor citations for possession of narcotic mushrooms and marijuana after a traffic stop Monday morning on a Louisiana highway, state police said.
The citations were issued after a commercial vehicle inspection of the country music star’s tour bus, state police said in a news release.
“When the door was opened and the trooper began to speak to the driver, he smelled the strong odor of marijuana,” the news release said. A search of the bus produced 1½ pounds of marijuana and slightly more than three ounces of narcotic mushrooms.
There were enough drugs to merit a felony charge of distribution if they had been found in one person’s possession, state police spokesman Willie Williams said. But all five claimed the drugs as their own and the drugs were not packaged for resale, so each was charged with misdemeanors, he said. All were released after the citations were issued.
Nelson’s publicist, Elaine Schock, said she would have no comment Monday.
Also cited were Tony Sizemore, 59, of St. Cloud, Fla.; Bobbie Nelson, 75, of Briarcliff, Texas; Gates Moore, 54, of Austin, Texas; and David Anderson, 50, of Dallas.
Nelson, 73, has recorded songs including “On the Road Again” and “City of New Orleans.”

Around the same time that the final ruling was made In the United States District Court, District of Columbia, a press release was tagged to RCC Holdings Corp that RCC Holdings Inc acquired Stream Wireless.

When this press release was originally provided, there were a number of posters that indicated that RCC Consultants Inc. and RCC Holdings, Inc. were not related to RCC Holdings Corp. When the press release was issued, it showed up on individual's trading accounts connected to RCCH. If you go back to that time period you can see what I mean.

When the press release was issued regarding Stream Wireless, there was a considerable amount of discussion that RCC Holdings Inc, couldn't possibly be related to RCC Holdings Corp as RCC Holdings Inc was a subsidiary of Rural Cellular. However, I did previously post the DOJ ruling on the acquisition by Verizon and in that ruling, Verizon had to divest assets in order to complete the acquisition of Rural Cellular. The date of the DOJ ruling combined with the aforementioned links is very interesting indeed.

Errol Stone, 141 Capital CEO explained that the establishment of the company's brokerage division via a wholly owned subsidiary was an expected and necessary step to streamline accounting and compliance protocol and yielding organizational benefits. "Forming a subsidiary that is solely responsibility for trading customer accounts for futures and options, will simplify accounting and bookkeeping as well as simplify NFA compliance requirements for 141 Capital and should expedite the filing with the NFA," he noted

Thank you for sharing. I'm trying to play catch up with what has been going on. So, I'm guessing that the Florida address was once held by Select American Transfer Company, which then conducted the alleged activities that various agencies from both the US and Canada are claiming? I've tried conducting research on that address and have not located a Select American Transfer Company there at the present time. The reason I'm interested in this is because I located another publicly traded company with the same address, and fits into the timeline when the allegedly activities took place.
