Tests must be improved, NOT test scores
It's that old bugaboo, test scores.
The Education Trust, a bi-partisan advocacy organization, released a study
"Primary Progress, Secondary Challenge" that is troubling.
There is an achievement gap between two tests:
State (developed) Criterion-Referenced Competency Test (CRCT)
National Assessment of Educational Progress (NAEP).
Georgia, Alabama, Mississippi, Michigan, New Jersey and Oklahoma had large gaps.
The NAEP points to weak [a.k.a. easy] state tests to explain the gap.
Only Massachusetts, South Carolina, Arkansas, California, Hawaii and Maine
posted NAEP and state scores that were in line.

BlackHawk X-4 Backpack
At this year's SHOT Show, BlackHawk Products Group announced their entry into the outdoor market. Improvised Weapons in Controlled Environments
Not that long ago I saw a humorous story about a military unit that was loading onto a commercial aircraft for transportation to Iraq. The Colonel in command had the (embarassing) job of telling the soldiers that they had to turn over all fingernail clippers, lighters, matches, and other small, but potentially damaging, objects. Of course, they were allowed to keep their body armor, helmets, M16s, bayonets, etc. I haven't verified the veracity of that story, but I recently found myself in circumstances where I didn't think a weapon would be allowed and I therefore found myself inventorying my improvised weapons list. Several of the improvised weapons I used performed amazingly well, and several were carefully scrutinized by security personnel without any negative words being said. Here's what I did...

The tendency to accept the profession's training inertia as law must be fought. I remember consulting with groups ten years ago who were shocked that I suggested using a training suit to allow contact-driven force-on-force scenarios. Today, thanks to many open-minded trainers and police departments, training suits are a staple in most tactics courses.

The other programs I run just sit there and watch, with very few exceptions.

Webroot, Ewido, MS Anti-spyware, SpywareBlaster, SpywareGuard, etc.
are not utilities, but malware protection programs. Let's define malware
as "software designed specifically to damage or disrupt a system."

I brought this up once before, but I just finished a new experiment:
Ran [full scans] Webroot, Ewido, Spybot, MS AntiSpyware, Adaware, Pest Patrol
on my machine. Then I did a virus scan with my Zone Alarm. Then ran PCPitstop.
All of this occurred with SpywareGuard and SpywareBlaster in the background.
They all found Nada. Zilch. NOTHING THERE...
Then I went to the Symantec and Panda websites and ran their "free" online scan.
Surprise, surprise... I was in MORTAL DANGER because of the horrible things
they found wrong with my machine. But glory be, I could be "saved" if I forked
over the $29.95 (or whatever) and bought THEIR programs.
Please. Talk about snake oil.
Incidentally, my neighbor bought Panda a while back and swore by it.
I went over yesterday, ran Spybot and Webroot, and the roaches came
swarming out from all over. I believe the last count was 152 separate bad guys
hiding in his machine, all right under Panda's nose, which tells me everything
I need to know about Panda. Don't even get me STARTED on Symantec.

5.11 Tactical 5-In-1 Jacket
Before I even get into this review, let me say: the fact that I'm evaluating / reviewing this item of apparel in the "Recreational" category does not mean that I think it is purely for recreational use. I've worn this jacket, in various configurations, on duty and it has served very well. However, due to the extreme versatility of the design, I've found plenty of use for it during my off-duty hours, and I felt it better to call attention to the dual value you get out of this item.
So I received my evaluation jacket a few months ago and immediately had to fight my wife to decide whose it was going to be. Normally she wins such fights (after I've completed the evaluation time) and this was no exception. Now, my wife is not a police officer and has never been in the service. Her appreciation for this jacket is the result of a very few characteristics: comfort, warmth, versatility and ease of transition from one configuration to the next. Below I will review how I evaluated each, the results, and the ultimate loss to my other half of this fine piece of uniform or non-uniform apparel.

Corcoran Matterhorn Boots
A few months ago I met the Vice President of Corcoran / Matterhorn, Cove Shoe Company. Cove Shoe Company actually owns Corcoran / Matterhorn. Now, I imagine like most of us, I'd never heard of Cove Shoe Company. In 1982 I become familiar with Corcoran boots because of their famous "Jump Boots". Like most soldiers in boot camp, I would dearly have loved to get my issued combat boots to shine and look as good as those Jump Boots did (little did I know the work that would go into that shine). As a police officer in the late '80s and into the '90s, I envied those who could afford to purchase boots like the now famous Matterhorns. Their rugged sole and distinctive style was easily recognized anytime it was seen.
After I met with the VP of Corcoran / Matterhorn - and discussed with her the possibility of evaluating some of their footwear - I received three pairs of boots. I'm a few years old now than I was in the late '80s, and perhaps slightly jaded when it comes to critiquing equipment, uniforms, and boots. Suffice to say I wasn't as excited as I thought I would be when I received three pair of Matterhorns: the Style Numbers are: 1640 (7" waterproof leather Mach), 1940 (9" waterproof leather tactical boot), and the 1998 (8" waterproof leather and cordura combat boot). I can happily say that I've worn each pair a fair amount of time under various conditions and can report on their performance.

to use that situation as a cover to help you and Dave increase what is available

XS Sights 24/7
So, any excuse to visit Blackwater and shoot free bullets is a good one. Every now and then I actually get invited down there to do something fun and shoot free bullets. XS Sights was nice enough to include me on their list of invitees for a Writers' Round Table event. Now, I hate to say this, but I didn't know anything about XS Sights before attending. I had seen some advertisements for them; I had seen a couple of people with the XS Sights on their weapons; but I never took the time, or had the interest, to get myself educated about XS Sights.
The past couple of days corrected that. I guess I should start of by saying that I didn't know the idea of a sight which incorporated a dot sitting on a post was such an old idea. I knew SigArms had done it as recently as the late '80s, but I didn't know it existed much before that. Apparently - as was part of my education Friday and Saturday - the idea of a big front dot sitting on a rear post evolved on big game rifles in the 19th century. Hunters, when faced with large, dangerous, fast approaching game apparently came to appreciate the speed with which the big dot could be picked up (visually) and shots placed efficiently. From that idea, a former peace officer named Ashley Emerson took the next step, recognizing that "bad guys" are large, dangerous, often fast approaching animals that have to be stopped with quickly placed shots.

Revision ANT Tactical Goggles

About a month ago I had a package thrown at me and was told to "Wring these out and tell me what you think." Inside I found a pair of Revision Military Eyewear's Tactical Goggles. I'm not one to sit on my laurels (despite what Borelli may say), so I grabbed my jump gear and headed out to the drop zone. My initial impression of these goggles was that they fit great and didn't cover much facial area. I prefer a smaller goggle during the summer (especially on the east coast with humidity levels matching the temps), so I was looking forward to jumping these.

Scholars and practitioners generally agree that one of the keys to effective implementation of peace settlements is the provision of strong third party security guarantees.1 The United Nations (UN) has been largely ineffective at this task and great powers who could be effective are often reluctant to act when national interests are not at stake. This paper argues that Private Military Companies (PMCs) may be able to do the job more effectively than the traditional blue helmets.2 This paper addresses two important questions about the potential role of Private Military Companies in peace implementation. First, how can third parties more effectively deliver security guarantees in order to enforce peace settlements in the aftermath of violent conflict? And second, are United Nations military forces the optimum source for strong security guarantees in peace enforcement operations or could PMCs do a better job? I argue that third parties can more effectively deliver security guarantees to enforce peace settlements in the aftermath of violent conflict if they possess the structure and interests to provide three military capabilities necessary to deliver strong guarantees: the ability to project force against belligerents, the ability to rapidly transport elements of an intervention force into.
