Does a mouthwash have to burn to work?

No. Listerine's "burn'n" is caused by the ethanol (54 proof grain alcohol)
which is NOT an active ingredient used to kill germs that cause bad breath,
and most importantly, germs that cause plaque and gingivitis.

The active ingredients are menthol, thymol, methyl salicylate,
and eucalyptol, all of which are structural isomers.
Ethanol is present [and] does not have antimicrobial activity
but serves to dissolve the active ingredients and to facilitate
the penetration of the active ingredients into dental plaque.
