Agreed, but you got to compare P/S ratio for each industry, you got some companies with razor thin margins (like OMG) and thus their PS will look minuscule, and others with huge margins like CSCO and their PS look outrageous. They should have the same measure as in the oil industry where they often value stocks on times cash flow per share (and 7 is fair 15 overpriced).
