Since it's been several years of Scott attempting to secure capital with out success. It's safe to say they don't have access to capital at their whim.
They don't have JV partners lined up clamoring for a deal. So they have little leverage to achieve the type of scenarios you have described.
As far as Dahlman Rose they were never a factor and I imagine talked a good talk but never intended to help the project unless it feel on their laps.
Those opinions about the uplisting and the resource classification were a result of the companies belief that they could achieve the desired results without them.
That appears to have been wrong.
Always easy to arm chair quarterback after the fact.
There is ample evidence that speculative capital is becoming available to Niobium projects with three just recently funded.
Have to give the company some time to see if they will be the fourth!
