Could simply be referring to the uplisting??? Only speculation, but possible.

It means they are buying back shares and don't have enough shares for you to buy.

Lower your share request.

They probably weren't expecting anyone to buy $700k worth of MYEC at one time so they don't have enough on hand. If we were DTC eligible they could just purchase your shares through DTC for you.
We will soon be DTC eligible so it shouldn't be a problem once its taken care of.
