Not completely true....while that is a requirement for uplisting, a company can get around the $4 PPS and uplist at $1 if they meet certain financial requirements.
Check out NEO they're a biotech I follow that uplisted to Nasdaq at $1 a share so I know its possible. Not saying that is the plan here for APT, but just saying it could be done at a dollar if they wanted...
