I am not sure the crash in the dollar that quickly was "pre-planned", but he saw the necessity of holding this level at least long enough for the markets to get used to it so it would not be a negative for his more important goal of driving the markets higher. There is no question that the "unofficial" policy of the US is for a weaker dollar, but the decline needs to be orderly or it could rattle the markets into crash mode - something he definitely does not want. The dollar will continue to decline, but he will step in to prevent a "panic sell" from setting in.
