Not only do you have to buy there device you have to implement there entire network.This is also a portable crane device which means you have to buy the truck,crane and operator that is trained with vacis to use it.The one example link you gave said the product was 1.2 MILLION yes is that right?!!!MILLION dollars?!!!
The cyberrad fits on any crane that take the cargo right off the ship.It scans fully and alarms of chemical or radiation as its coming off the ship....and i can GUARANTEEEEETOTALLY that the cyberRad doesnt cost 1.2 MILLION or need a special software or a permitted operator or any of the other things the VACIS program requires......but since the cyberrad is still in testing and hasnt been implemented that couldnt be the second reason that there are none out there in use yet.....
