"The goal" is presumably management of antithrombin levels. IF the agency considers the high-frequency of blood draws and infusion adjustment inadequate in terms of achieving that goal - especially during a critical period in the (multiple) patients' progress - then the goal (of reasonably easy control of levels) has NOT been met (?)
