The MM's don't seem to threatened by NTEK management or shareholders.
Manipulation is also possible using small trades to signal direction.

Reg sho is a count of the shares that failed to deliver for that trading day. If 60% of the traded volume failed to deliver in a single trading day it is a strong indication of manipulation by the MMs of the share price.

That is why the SEC requires FINRA to report that data every trading day. So they can keep an eye on the MMs.
