Yeah once all of PLPED shares went into the 1:40 R/S those 62.6M shares could become tradable aka FLOAT, however lets be honest that includes both insider and non-insider stock now as the 187M presplit shares for VAPE are restricted and unregistered. That is why my scottrade and otcmarkets show O/S as 1.5M...while all these shares may be tradable (float) people are holding onto their shares. Look at the volume. It rarely goes over 100k shares volume. I would think also that Echelon growth partners would hold onto their shares and shouldn't management keep their majority of shares in the 1.5M O/S until more shares are issued through the HIVE acquisition?
