He certainly looked the other way while they did.

He also stepped in and usurped several suits brought by citizens' groups and settled them for pocket change and no specific action or remedy.

Yeah, he may as well have opened the valve. The fact that a criminal like yourself approves doesn't really break any new ground here either.
