They've probably exhausted all efforts and money available trying to push this beast up hill.

It seems to me that the slow and steady accumulation by entities in the know, or methodical short covering....is likely happening in steady pieces as to entice sellers in these lower ranges to accommodate. If they put in multiple billions of share buy orders simultaneously, they diminish their lower cost efforts by too much of an impact.
