Can an ARM vendor design a high power chip with more performance targeted for a laptop or desktop? Sure. But can they compete with an architecture like Haswell, beat Intel as an incumbent at their own game, and crack into the Windows ecosystem without a legacy path in software? I highly doubt it.
Probably not. Intel's process advantage and years of experience in this area is extremely useful and likely very difficult to overcome for any of the ARM server guys. FB and GOOG included ;-)
