That synopsis is not quite accurate. The date of Feb 3rd is when the document is set to be mailed out, and 20 days after this is when the extra 4 billion shares are available for use.
This almost seems like a better situation for shareholders, as it would fit the current timeline of when the merger would have happened, thus the need for more shares to give to Hawk Manufacturing.
I guess the question is now, what are 4 billion shares of this new entity going to be worth, and thus what are OUR shares going to be worth. We will know for sure by February 23rd at the latest, as that is when they will be "active" (depending on when the aforementioned document was mailed out).
