The movement in the ticker is due to stragglers. It so happened that the last one to post was a buy for .203 on 50k shares. OTC's can't trade after hours but it appears to because of the straggling posts.
I have yet to see this happen much after 15 minutes into normal after hours trading. It is usually done picking up the stragglers by 4:15.
Will it open at .203 - I guess it could since that was the last recorded sale of the day, but no open trade has taken place.
