He wants you to "designate" the difference between a pumper clown and a basher and then limit that there are only 3 moderator positions open to pumper clowns and 3 moderator positions open to bashers.... lol... So that you do not have a board moderated by 5 known bashers and one poor pumper clown soul.. for example..
