The possibility is that Intel recognizes this and will allow regular Xeons to be competitive with their low power Atom server chips. Haswell has a 13W Xeon, and Broadwell brings an SoC.
Some motivation for the low power CPU servers is opposite of virtualization - take one CPU core per instance.
No doubt, I think their projection of double digit growth every year is very optimistic and will slow down little by little, but their server prospects are incomparably better than PC and mobile.
