In my experience, it most definitely is not. It's about perspective. There are certainly times that it's a coin flip. I do think it's a coin flip right now on whether or not it's about to breakout or meander for quite a while longer. But, the window is open here to run. Depending on the action the next few trading days should give a clear answer.
