Yes, Intel is hitting incumbency issues, but I'll argue that it's a bit easier for them in phones, given the maturity of the software emulators they are using to run most Android apps seamlessly without ports. And of course, as I explained in servers, vast amounts of NRE can overcome incumbency barriers, and I think Intel has been doing exactly this for years now on the Android side, and have already made significant headway. In contrast, ARM is starting nearly from scratch in servers.
