That's what makes ADOT's billboards so valuable is the fact that they are limiting billboards along the highways. You just replace the old ones with ADOT'S boards and you have an unlimited supply of billboards in one place. The potential is tremendous with a programable Billboard. You can have multiple advertisers on one board which would give each board a multiple revenue stream at a reduced cost to the client. It's the greatest Idea I've seen in a long time.
They can also be used for amber alerts and give a picture or pictures of the minor and the suspect offender.

You're right though if they never do anything with them other than let them sit and collect dust then they are worthless.
