gollem, the first version of Server2003 does not support 64-bit mode for Opteron. That version is suppose to enter Beta sometime this year, Microsoft is being very uncomittal about dates.
As far as GCC, I'd start with the Gnu.org website. However, their website isn't well designed, so you may need to send them an email.
