The Tukwila core is said to exist in the current IPF thermal envelop (130W), plus one additional power envelope (guessing 165W, a la Paxville MP). So I really don't see IPF being lower power than Opteron, but then again they shouldn't have to be. The main war in the IPF space is with Power6/7. And unless IBM really screws these projects up, I'd say those new IPF engineers will have their work cut out for them.

It is for a 65 nm device. Perhaps AMD will try to ship a
few novelty 90 nm quad core devices.

What do you expect a quad-core IPF device to be at?

Either the same 100W as for Montecito or the 130W IPF
historic family limit. There was talk of relaxing power
limits to above 130W to better compete with POWERx
but that IMO that doesn't seem to be in keeping with
the current Intel corporate mantra of performance/power.
