Under "There's the belonging of being part of an ecosystem rather than a client with little power". Also "There's the safety of knowing people are competing for your custom and trying to do better than each other" which isn't true if one starts depending on Intel.
But yes that is the best entry point for Intel, to grow its current client base or manufactures who are currently small and hope to grow larger quickly.
