BU1: What must I do if I want to start a business that sells or imports beverage alcohol products (spirits, wine, and beer)?

While TTB does not regulate the licensing of persons who make retail sales of alcohol to consumers, retailers of alcohol beverages are required to file a registration form with TTB on TTB F 5630.5d and to maintain certain records. Retailers must file TTB F 5630.5d when beginning sales of alcohol, whenever there are changes to the previous registration, and when the retail alcohol business is discontinued.

Persons who wish to wholesale (buying alcohol for sale to another wholesaler or to a retailer) or import alcohol beverages must obtain a permit from TTB before starting operations. MRIB is solid. This license nonsense is over. If you check all imported Vodka. Grey Goose, Belvedere, Absolute etc. not a single once of them has a CA license and if you check Absolute Vodka you will find they have a revolked CA license and they are in almost every store in the United States including CA. Here is the Absolute Vodka CA revolked license #383068. So much for needing a CA license to distribute vodka from other countries! The only thing you need a CA ABC liquor license for is if you are going to open a store or restaurant and retail the liquor yourself!
