You know, anyone can file anything in a pa court if you pay the fee. For money owed, as long as the statute of limitations aren't up they could face a judgement. If the money owed to him is real, why has he waited so long to file? Off the top of my head it appears he has waited over 3 years. That doesn't make sense to me.
